The heating and cooling sector is responsible for a central part of the EU’s energy demand, representing roughly half of the final energy consumption. As such, the decarbonization of the sector is crucial for a successful transition to a carbon-neutral energy system by 2050.

This report sets out an analysis and recommendations for policies covering space heating in buildings and process heating in the industry. It offers a comprehensive overview of existing knowledge by including a full review of key literature.

It also includes a meta-study that focuses on strategies for the decarbonization of heating and cooling in buildings, decarbonizing industrial heating and cooling, and energy carriers and infrastructure.
