This report summarizes the Regional Workshop for Latin America and the Caribbean: POPs and Border Control – HS Code Classification and Practical Application. It explored how Harmonized System (HS) codes can help identify and trace POPs and POP-containing products in trade, strengthening implementation of the Basel, Rotterdam and Stockholm Conventions and improving inventories for National Implementation Plan (NIP) updates.
Customs authorities and Stockholm Convention focal points reviewed POP classification under the HS system, detection gaps, illegal trade cases and practical tools to strengthen trade-data use and inventory quality.
The workshop forms part of the GEF-funded, UNEP-led project Global Development, Review and Update of NIPs under the Stockholm Convention on POPs, under which the Green Growth Knowledge Partnership (GGKP) leads Component 4 on knowledge dissemination and coordination with the Stockholm Convention Secretariat to provide integrated tools and resources for Parties.
