The environmental crisis and the global housing shortage are closely linked. The building and construction sector is a major source of resource use, emissions and waste, while housing is increasingly threatened by environmental degradation. 

This paper examines how coherent and integrated policy frameworks can scale circular construction to advance the right to adequate housing for all. 

Combining global analysis with case studies from Bangladesh, Senegal and Ukraine, it provides a practical foundation for follow-up action at the national and global levels.
