Second effectiveness evaluation of the Stockholm Convention on Persistent Organic Pollutants

The second effectiveness evaluation report assesses whether the Stockholm Convention is meeting its objective of protecting human health and the environment from persistent organic pollutants (POPs), reviews progress since the first evaluation and identifies priorities for strengthening implementation. 

The Convention remains an effective framework for regulating POPs throughout their lifecycle, although implementation challenges persist, including limited reporting and the absence of compliance mechanisms.

Monitoring data show declining or low levels of many POPs in humans and the environment, with reductions also emerging for some newly listed substances. Priority actions include strengthening legal and administrative measures, establishing compliance mechanisms, improving reporting and monitoring, ensuring environmentally sound management of POPs waste and stockpiles, enhancing technical and financial support, and improving the effectiveness evaluation process.
