Synergies between Circularity, Life-Cycle Approaches and the Objectives of the Basel, Rotterdam and Stockholm Conventions

This information note supports national focal points of the Basel, Rotterdam and Stockholm conventions and the 10-Year Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP) in identifying how circular economy and life-cycle approaches can advance the objectives of the conventions through targeted policy interventions. 

It outlines how the objectives and provisions of the three conventions align with circularity approaches across the product life cycle, highlighting opportunities to strengthen their implementation through complementary policies and measures. 

The note also identifies policy instruments and enabling measures that support synergistic implementation, including eco-design requirements, extended producer responsibility schemes, labelling, public procurement, financing, traceability, technical guidelines and awareness-raising.
