The built environment is responsible for producing 35% of all waste in the European Union, and its carbon budget is rapidly depleting. Accelerating the transition towards a circular economy in the built environment is a key way to reduce the impacts.

This report examines the barriers hindering the acceleration of the circular transition within the European construction industry and proposes solutions to overcome them. It also identifies and addresses systemic challenges in scaling circular-economy methods within the construction industry, particularly focusing on markets and supply chains, financing circular buildings and ownership models.

Through extensive consultations with industry leaders and rigorous research, the report seeks to provide actionable insights to drive the circular transition forward.
