Effective climate action at the local level necessitates multi-level governance, which involves the integration of national policies with local initiatives and enhancing collaboration among neighboring local administrations, stakeholders and civil society.

This report explores the complexities and requirements of multi-level governance in supporting climate policy integration. It highlights the need for mainstreaming climate change mitigation and adaptation measures into sectoral and planning tools to achieve sustainable solutions.

The report also examines the gaps and challenges faced by governments in developing their adaptive capacities, the importance of enhancing institutional and technical capacities at the local level, and the role of financial resources and direct investment in facilitating climate action.
