Practical Policy Use Cases for Natural Capital Information: A review of evidence for the policy relevance and impact of natural capital information

A number of international commitments encourage countries to take natural capital into account in economic decision-making. This has catalysed demand from countries and relevant stakeholders for evidence of success in the use of natural capital approaches to inform green growth decision-making. This working paper aims to illustrate a clear set of use cases for natural capital information consisting of a demonstrative set of examples characterized by a common set of assessment criteria. The paper reviews 340 natural capital case studies and organizes a policy-relevant subset of over 100 of them into standardised use cases. It reveals which type of natural capital information is mostly used for policy decisions and shows that the impact of natural capital information on government decision-making based on this sample is underreported. The paper proposes a set of assessment criteria to provide a useful starting point for reviewing natural capital case studies for government decision-making. Finally, the paper supports a call for better documentation of natural capital policy impact in the future as well as for new practitioner guidance on producing natural capital success stories.
