This paper conducts a comparative analysis of the results of five recently completed studies that examined the economic case for investment in low-carbon development in five cities: Leeds (UK), Kolkata (India), Lima (Peru), Johor Bahru (Malaysia) and Palembang (Indonesia). The results demonstrate that there is a compelling economic case for cities in both developed and developing country contexts to invest, at scale, in cost-effective forms of low-carbon development.
The ‘attitude–behaviour gap’ or ‘values–action gap’ is where 30% of consumers report that they are very concerned about environmental issues but they are struggling to translate this into purchases. For example, the market share for ethical foods remains at 5 per cent of sales. This paper investigates the purchasing process for green consumers in relation to consumer technology products in the UK. Data were collected from 81 self-declared green consumers through in depth interviews on recent purchases of technology products. A green consumer purchasing model and success criteria for closing the gap between green consumers' values and their behaviour are developed. The paper concludes that incentives and single issue labels (like the current energy rating label) would help consumers concentrate their limited efforts. More fundamentally, ‘being green’ needs time and space in people's lives that is not available in increasingly busy lifestyles. Implications for policy and business are proposed.
This report seeks to provide practitioners with the tools and information needed to respond to the public expenditure policy and management challenges arising from climate change. It is a series of notes and supporting materials written as a first step towards consolidating current research and international experience, identifying emerging practice and providing practical and applicable guidance for staff of central finance agencies, development agencies, environmental agencies and other international organizations working on climate change issues. In addition to emphasizing the importance of strengthening national systems throughout, the Sourcebook focuses on the specific public expenditure policy and management challenges posed by climate change, such as decision-making in the face of uncertain future climate conditions, expenditure planning for extreme weather and climate events, the lack of agreed budget definition and classification of climate change activities.

Payments for Ecosystem Services (PES) describes the situation where the user of an environmental service, such as water purification, pays the landowners who provide that service. For PES to exist, there must be a clearly defined user and supplier, as well as a number of other necessary conditions, which are defined in this document using a summary of current sources. Particular attention is paid to how these conditions currently obtain within the UNECE region. The range of forest environment services is explored through fourteen detailed case studies, which examine best practice in promoting PES. Political and public relations implications of PES are discussed at length, and recommendations include the need for clarity about where PES may be a useful tool in moving towards a green economy and where other methods may be more appropriate.
The ongoing review of the UK’s Fourth Carbon Budget is closely linked to the debate over the impact that domestic climate change policies can have on the competitiveness of businesses. Notably, there are concerns that, if the UK implements more ambitious climate policies than its trading partners, carbon-intensive producers might relocate. This could mean that some affected sectors may have to reduce their production of goods and services below the optimum level that would be achieved if there were uniform international climate policies. In addition, the impact of climate change policies on emissions reductions could be limited if big emitters simply relocate, especially if they move to jurisdictions that have lower environmental standards.
