This report presents and analyses policies, programmes and approaches for the development, market introduction and diffusion of green cars. It reviews government policies (including public procurement and regulations and standards) in a number of OECD countries as well as a selection of non-OECD economies. The report attempts to provide: i) a better understanding of the growing market for green vehicles; ii) new analytical instruments to identify policies and approaches that could be designed and put in place, notably with the aim of fostering the uptake of green cars; and iii) to the extent possible, insights into the efficiency and effectiveness of existing policies, as well as guidance on how to assess the impact of future measures.

The book presents a major meta-analysis of 'value of a statistical life' (VSL) estimates derived from surveys where people around the world have been asked about their willingness to pay for small reduction in mortality risks. The analysis seeks to explain the differences in the estimates, for example across countries. Differences in incomes and the magintude of the risk reduction people have been asked to value were found to be the factors having the strongest impact on VSL, but a number of other policy-relevant factors are also important. Based on the meta-analysis, and a broad review of the literature, the book also presents clear advice on how VSL values best can be used in assessments of environmental, health and transport policies, such as in cost-benefit analyses. Using explicit VSL estimates to quantify the benefits to society of fatality risk reductions can play an important role in the development of more cost-effective public policies.

This paper surveys the state of knowledge about the trade-related environmental consequences of a country's development strategy along three channels: (i) direct trade-environment linkages (overexploitation of natural resources and trade-related transport costs); (ii) 'virtual trade' in emissions resulting from production activities; and (iii) the product mix attributes of a 'green-growth' strategy (environmentally preferable products and goods for environmental management). Trade exacerbates over-exploitation of natural resources in weak institutional environments, but there is little evidence that differences in environmental policies across countries has led to significant 'pollution havens.' Trade policies to 'level the playing field' would be ineffective and result in destructive conflicts in the World Trade Organization. Lack of progress at the Doha Round suggests the need to modify the current system of global policy making.

Transportation is vital to economic and social development, but at the same time generates undesired consequences on local, regional, and global scales. One of the largest challenges is the mitigation of energy-related carbon dioxide emissions, to which this sector already contributes one-quarter globally and one-third in the United States. Technology measures are the prerequisite for drastically mitigating energy use and all emission species, but they are not sufficient. The resulting need for complementing technology measures with behavioral change policies contrasts sharply with the analyses carried out by virtually all energy / economy / environment (E3) models, given their focus on pure technology-based solutions. This paper addresses the challenges for E3 models to simulate behavioral changes in transportation. A survey of 13 major models concludes that especially hybrid energy models would already be capable of simulating some behavioral change policies, most notably the imposition of the full marginal societal costs of transportation.

This paper explores the value of green growth from the perspective of sustainable development practitioners. First, it provides a brief definition of green growth, and why the concept is relevant for meeting Africa’s challenges. It then discusses how green growth can be achieved, highlighting some of the primary tools for achieving it, and then discussing focal areas that we believe will have the greatest impacts by spurring growth sustainably. Finally, it discusses how the AfDB has promoted green growth through its own initiatives. Boxes throughout the paper provide examples of the AfDB’s promotion of green growth in its project portfolio.
