The commitment is part of the Nicosia call 2022.

Estonia commits to embedding sustainability criteria into procurement processes in Estonia. The Ministry of the Environment will help to set up the corresponding criteria, in creating the necessary guidance documents and with advisement for embedding the Green Public Procurement principles into Estonian public procurement framework. The commitment falls under focus area 5. It is relevant to SDG 12. The commitment is part of the Nicosia call 2022.

The Ministry of Environment and Natural Resources of Ukraine commits to develop and implement sustainable public procurement policies.

The 2030 Agenda for Sustainable Development assigns an important role to providing new growth dynamics of developing an inclusive transformation economy, based on the principles of sustainable consumption and production. Sustainable public procurement was identified as one of the means to achieve sustainability and a key condition for the transition to a green economy. It is necessary to identify the main tasks and measures for the introduction of sustainable public procurement in Ukraine.

The commitment falls under focus area 4 of the Batumi Initiative to change in consumer behaviour in favour of sustainable consumption patterns.

Implementing partners will include the Ministry of Economic Development and Trade of Ukraine and others.

The commitment is relevant to SDG 12.

United Nations Environment Programme (UNEP)

UN Environment commits to support countries in the implementation of sustainable public procurement (SPP). Specifically, UN Environment will support countries to promote and implement sustainable public procurement through Ten Year Framework of Programmes (10YFP) on Sustainable Consumption and Production Patterns (SCP), Programme on Sustainable Public Procurement. The 10 Year Framework Programmes (10YFP) is led by UNEP and co-led by Local Governments for Sustainability (ICLEI) and the Korea Environmental Industry & Technology Institute (KEITI). UN Environment commits to support the Sustainable Public Procurement (SPP) implementation on the ground by developing and sharing SPP tools, advocating good policies and raising awareness. UN Environment will also provide technical support for countries and facilitate the exchange of knowledge, information and experience.

Netherlands

The Netherlands commits to transforming its construction and demolition sector under the circular construction approach. In the circular construction approach, buildings are designed to accommodate alternative functions, allow for modifications and use only renewable resources when they are in use. The commitment will prioritise the cost-effective utilisation of materials, encourage cooperation and provide incentives to innovate. In order to produce long-term benefits, the Netherlands will invest to support the sustainable practices in the building and real estate sectors.

The commitment falls under focus area 4 of the Batumi Initiative to shift consumer behaviours towards more sustainable consumption patterns.

Implementing partners will include Ministry of the Interior and Kingdom relations. Other parties will provide input for the pilot project, including the private sector, civil society organisations and knowledge institutions.

The commitment is relevant to SDGs 11 and 13.

Latvia

Latvia commits to developing green public procurement procedures. The procedures will apply to specific product groups including office paper, office IT equipment, office furniture, food and catering services, cleaning products and services, indoor lighting, traffic signals and several other voluntary product groups. The country also commits to developing a “calculator” of life-cycle costs for energy consuming products groups. This calculator will help develop guidelines of for green procurement. Under this commitment, Latvia will prepare and submit to the Cabinet of Ministers annual reports on the  implementation of green public procurement. Latvia will also organise methodological workshops and trainings for state and local governments. The commitment also includes the implementation of awareness-raising activities for additional stakeholders on green procurement and green public procurement. The commitment will result in a more efficient use of resources, incentives for sustainable production and consumption, fueling the transition towards sustainable production and consumption.

Italy

Italy commits to improve and promote the Minimum Environmental Criteria (MEC) in public procurement for supplies of products, services and works.  Italy commits to applying  MEC to 100% of the tender value for the purchase of goods and services related to energy consumption and for at least 50% for other procurements. MEC’s, adopted by Ministerial Decree, gives general guidelines to institutions for a rationalisation of purchases and provides them with "environmental considerations" linked to the different phases of procurement.  From 2011, MEC was implemented for the following goods and services: furniture (for offices, schools, reading rooms); construction (construction and renovation of buildings); urban waste management (management of public green); energy services (lighting, heating and cooling of buildings, public lighting and illuminated signs); electronic (electrical and electronic office equipment and related supplies, telecommunications equipment); textiles and footwear; catering (canteen service and food supplies); cleaning services. With this commitment, Italy aims to increase circular waste management, resource and energy efficiency.

Croatia commits to establishing an online platform that allows coordination including training and exchange of information among procurement stakeholders by the end of 2016. The commitment will enable the assessment of different sustainability and green criteria as well as facilitate the dialogue on procurement with the private sector and the market. This commitment is expected to increase the use of Green Public Procurement (GPP) and increase the visibility of GPP policy. 

This commitment falls under focus area 4 of the Batumi Initiative to shift consumer behaviours towards sustainable consumption patterns.

Implementing partners include Ministry of Environmental and Nature Protection, Ministry of Economy, State Office for Central Public Procurement, and National Committee for GPP.  

The commitment is relevant to SDG target 12.7.

Croatia

Croatia commits to implement measures from its 2015-2017 Green Public Procurement (GPP) Action Plan. Croatia further commits to a new GPP Action Plan for the period of 2017-2020. The National Committee for Green Public Procurement, with 22 members from national and local stakeholder groups, has been established to coordinate and follow up the Action Plan. It is expected that the new action plan will be adopted by the beginning of 2017.

The commitment is expected to increase the use of green products and services in public procurement as well as in the development of green economy. The success of this commitment will be measured by the number of public procurement contracts using green criteria.

This commitment falls under focus area 4 to shift consumer behaviours towards sustainable consumption patterns.

Implementing partners include Ministry of Environmental and Nature Protection, Ministry of Economy, State Office for Central Public Procurement and the National Committee for GPP.

The commitment is relevant to SDG 12.7.
