To strengthen its climate action, Timor-Leste can refine its Nationally Determined Contributions (NDCs) by setting clear sectoral targets, improving implementation transparency and ensuring better alignment with international frameworks.

Integrating Global Stocktate language, enhancing resilience in key economic sectors and engaging communities, especially youth can further support the country’s adaptation and climate goals.

This assessment takes a look at the country’s NDCs and National Adaptation Plan (NAP) against the outcomes of the first Global Stocktake. While the NAP aligns well with GST recommendations on adaptation, the NDC has gaps in emission reduction targets, making it less aligned with global mitigation goals.
