Lao PDR is facing a number of challenges in implementing activities to address its climate action targets and goals to minimize climate change. However, there is a large opportunity for Laos to refine its goals, modify the institutional frameworks within which it operates, and facilitate the financing needed to meet both its climate and economic development goals together.
This case study reports on the decarbonization efforts of Lao PDR, as well as an analysis on the opportunities and challenges in implementation of its nationally determined contributions (NDCs).
The key recommendations for tackling these challenges and removing barriers to climate action are to: improve institutional setup and create a more specific mechanism for tracking and reporting NDC implementation; strengthen governance structure and the institutional environment; improve the capacity of government staff at the national and subnational level; improve data accuracy, availability and transparency; support funding and finances for NDC implementation; and improve coordination between donors.
