China's Policies and Actions for Addressing Climate Change 2018

China's carbon intensity has declined by 46% compared to 2005, already exceeding 2020 target. Non-fossil energy accounted for 13.8% of primary energy consumption, afforestation and forest protection continued and the ability to adapt to climate change has been continuously enhanced. The continued improved institutional mechanisms in addressing climate change have increased the awareness of climate change in the whole society. China's Policies and Actions for Addressing Climate Change helps all interested people fully understand China's policies and actions, their performances, and effects in addressing climate change since 2017. 

In 2018, in accordance with the arrangements for the institutional reform of Chinese government, the functions of addressing climate change and emission reduction were allocated to the Ministry of Ecology and Environment (MEF), which will enhance the synergy between addressing climate change and preventing and controlling environmental pollutions and enhance the integrity of ecology and environment protection. This report, therefore, addresses climate change mitigation options in the energy and industrial sector. It includes the climate adaptation strategy to improve the adaptation capacity in key areas and to enhance basic adaptation capacity building. It further explains the approaches taken to intensify local actions and broad social participation to tackle climate change. Improvement of systems mechanisms, strengthening basic capacity, active involvement in international negotiation, and enhanced international exchanges and cooperation are considered important to mitigate climate change in this report.
