The living document National Climate Change Plan of the United Arab Emirates 2017-2050 consolidates the UAE's climate action under a single framework and identifies strategic priorities, covering both mitigation and adaptation measures. The climate plan is the UAE's comprehensive framework to address the causes and impacts of climate change, plan the transition into a climate resilient green economy, and achieve a better quality of life.
The overall structure of the climate plan is guided by the principles of policy alignment, integration, complementarity, and innovation. The UAE's key climate priorities are anchored on three strategic objectives that correspond to mitigation and adaptation. The key climate priorities will be implemented alongside the extensive initiatives under the UAE green agenda 2015-2030 to sustain the progress achieved to date, synergize actions and maximize positive impacts. The climate plan also highlights the importance of the "Enablers: Means of Implementation", which are the mechanisms to support climate action. The climate plan is built on relevant policy documents on green growth and sustainable development. These include a wide range of policies, strategies, and plans, such as the UAE Vision 2021, GreenAgenda, and National Innovation Strategy.
The primary objectives of the climate plan are to:
- Manage greenhouse gas (GHG) emissions while sustaining economic growth
- Increase climate resilience by minimizing risks and improving adaptive capacity
- Advance the UAE 's economic diversification agenda through innovative solutions
