National Energy Policy Framework: Towards energy efficiency, sustainability, and resilience for Belize in the 21st century

Geared toward policymakers and decision makers this document National Energy Policy Framework: Towards energy efficiency, sustainability, and resilience for Belize in the 21st century focuses mainly on understanding the current energy supply and demand situation in Belize; assessing the energy supply-side and demand-side options Belize currently has or will soon have. The document proposes a least-cost plan(s)  for the achievement of the objectives and recommends the policies that can be implemented to stimulate and guide action in a most cost-effective way. 

The purpose of the document is to present a draft National Energy Policy Framework (NEPF) that puts Belize on a path to energy efficiency, sustainability, and resilience over the next 30 years. Rather than a policy document, this document provides policy recommendations to policymakers and decisionmakers, and where appropriate discusses the pros and cons of various policy instruments that can be used to achieve policy objectives. It is, therefore, a suggested roadmap of where and how fast Belize needs to implement these recommendations to achieve the energy objectives. Chapter 1 assesses the major factors driving energy policy-making in the 21st century. Chapter 2 carries out a brief overview of the main trends and players that are currently impacting the global and regional energy market, followed by an in-depth analysis of the current state of Belize's energy sector. Chapter 3 conducts a comprehensive assessment of the main supply options. Chapter 4 analyzes various end-use efficiency and conservation measures that can be put in place to reduce local demand for energy. Chapter 5 develops goals and strategic objectives for Belize's energy sector. Chapter 6 recommends specific policies for ensuring the realization of the optimal energy plan that best achieves the proposed strategic objectives over the planning horizon, as well as general policies and a supporting organizational framework for administering and guiding the development of the energy sector as a whole in line with these strategic objectives.
