As one of the most carbon-intensive economies in the world, South Africa continues to face the triple challenege of high unemployment, poverty and inequality. To catalyse an inclusive transition to a low-carbon economy, this report provides an overview of the transitional risks and recommends possible trajectories for informed and improved policy decisions.

To mitigate transitional risks throughout its developmental pathway, South Africa needs comprehensive yet strategic approaches to policy, sustainable finance and resource circulation. In identifying the country's key areas of need, the publication recommends the creation of enabling environments that foster sustainable interventions, circular economy practices and policy coordination. With the advent of the COVID-19 pandemic, it also suggests that recovery policies not only aim to deter future degradation, but also recognize the value of small businesses and low-income communities in inclusive and multilateral sustainability.
