PAGE supports the Government of Peru in identifying the main elements on which to build a model of sustainable development based on green growth. This study is the first basic document that performs an inventory and a qualitative analysis of current public policies aimed at achieving the goals and priorities for Peru’s sustainable development.
At the national level, green growth means economic growth that is environmentally sustainable, socially inclusive and also fully compatible with national objectives outlined in various national policy documents. There are four aspects that distinguish this development model: (i) growth rates based on the use of natural capital and reducing carbon emissions; (ii) efficiency in the use of basic resources such as water and energy; (iii) promotion of productive sectors of high potential and/or reduced environmental impact; and (iv) social inclusion through the creation of decent employment for the population.
Green growth does not mean neglecting current growth engines of the economy. It implies addressing policies in order to create incentives so that public and private investment is directed towards the development of more efficient modes of production and new activities that leverage existing resources and generate the least possible environmental impact.
