In the low-ambition (LA) scenario, reuse efforts are more limited; however, the accumulating stock of plastic waste means that even modest reuse increasingly substitutes for virgin plastic demand — eventually covering it entirely.
In the high-ambition scenario, reduced demand and longer product lifetimes generate less plastic waste overall. Combined with stronger reuse efforts, this accelerates depletion of the existing waste stock, ultimately driving virgin plastic demand to zero.
