As production in the targeted sectors (e.g. vehicles) declines, there is a corresponding increase in “residual industry production.” While sector-specific emissions fall, aggregate emissions rise due to strong overall economic growth driving higher industrial production across other sectors. Since no carbon capture, utilisation, and storage (CCUS) measures are modelled for the industrial sector, total industrial emissions increase.
