Enhancing low-carbon development by greening the economy in co-operation with the Partnership for Action on Green Economy (PAGE)

Many developing countries and emerging economies are currently defining country-specific strategies for their economies to become more inclusive, climate-friendly, resilient and resource-efficient. However, governments often face strong economic and social pressure, and transformational policies are difficult to advocate – unless proven socially and economically viable.

This is where the project offers support. It connects low-carbon development with social and economic co-benefits to help craft strategies for an Inclusive Green Economy. Guided and inspired by the SDGs, it aims to contribute to realistic implementation strategies as part of national (economic) policies and planning. Special emphasis is placed on Green Fiscal Policies. The project provides expertise and tailor-made capacity building in selected partner countries. Together with many other initiatives and concepts we believe it is possible to jointly alter course, well before 2030.

The project is being carried out jointly by the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the United Nations Environment Programme (UNEP). As a contribution to the Partnership for Action on Green Economy (PAGE), an initiative of UNEP, UNDP, ILO, UNIDO and UNITAR, the project advises partner countries on implementing Green Economy measures in the context of national low carbon development paths. The project is active in the following partner countries: China, Colombia, India, Peru, South Africa, Thailand, Uruguay.

The objective of this project is to improve knowledge and implementation capacity regarding approaches and instruments for fostering a green economy geared towards low carbon development at the international level and in selected partner countries. The project also aims to improve the effectiveness of national Green Economy policy programmes. It accelerates the process of elaborating and implementing Green Economy policies by closing existing capacity gaps and promoting cooperation.

The complementary cooperation of UNEP and GIZ as well as the close cooperation and coordination with on-going International Climate Initiative (IKI) projects and/or other GIZ activities and international stakeholders in the partner countries increases the impacts of the project.

Through a joint partnership between UNEP, GIZ and the International Monetary Fund (IMF), the Green Fiscal Policy Network (GFPN) was established to facilitate knowledge sharing, learning and dialogue on fiscal policies to support the green economy.
