Adapting From the Ground Up: Enabling small businesses in developing countries to adapt to climate change

This report proposes a step-by-step framework for addressing the needs of small businesses in adapting to climate change. It discusses the factors driving micro and small enterprises (MSEs) to invest in adaptation, namely the need to increase their climate resilience to limit negative impacts on the quality and availability of their goods and services as well as to harness new opportunities. It also explains the breadth of barriers these businesses face with regards to investing in adaptation, including access to information and finance, technical capacity, and policy. To address these barriers, the report proposes a number of interventions that policymakers can implement. Lastly, it includes detailed case studies on Zimbabwe, Cambodia, Tajikistan, and Nicaragua.
