Final Report on Four Economic Instruments

PEI-45_Final Rep.on four Econ.Instruments_Rwanda-COVER

This report outlines four case studies that have been featured in several government policies, strategies and policy meetings. If they are all fully completed, they would improve the enabling environment for the implementation of economic instruments. Top on the priority list of the activities is the formulation of supportive legislation for water use rights and fees, and tax exemptions on Liquefied Petroleum Gas (LPG).

Even as these processes are progressing, Poverty-Environment Action remains a strategic partner to Rwanda by investing in the actual implementation of the economic instruments e.g. supporting activities to make an annual environmental award; or to pilot the popularization of LPG among households in a selected imudugudu, to mention but a few.

To be noted is that all the economic instruments could be implemented under the auspices of the National Fund for Environment (FONERWA) because they constitute the incentives that are listed by the Organic Law No. 04/2005 to be supported by FONERWA.
