Policy Brief: Indonesia's Public Climate Finance

The Government of Indonesia requires substantial climate financing to implement its mitigation and adaptation actions in accordance with its national commitment to reduce its greenhouse gas emissions. 

Given the country’s susceptibility to ecological disasters caused by climate change and its dependency on public funds, there is a significant financing gap between the required annual budget and the allocated resources to achieve its climate goals.

This policy brief elaborates the strategies to bridge the funding gaps:

  1. Improve the government’s role in climate funding provision.
  2. Develop a Climate Change Fiscal Framework (CCFF).
  3. Optimize performance-based budgeting and budget management.
  4. Increased a shared awareness of the importance of mainstreaming climate change mitigation and adaptation.
