It identifies a hierarchy of goals, objectives and principles and presents the central development concept that is essential for understanding the distinctive approach to development.

The Tenth National Economic and Social Development Plan aims to pursue a green and happiness society under the direction of the sufficiency economy philosophy. The mission of the Tenth plan is to enhance the efficient economy, conserve biodiversity and build a secure natural resource base, increase capabiity of people to achieve self-reliance through knowledge, good health and strong communitites and improve the national administration with strong governance and democracy with the king as the head of the state.

The Eleventh National Economic and Social Development Plan (2012-2016) is geared toward building on existing capacity and strengthening resilience, based on the nation's social, economic, natural resource and environmental capital. It aims to place people at the center of the development whilst promoting balanced development in all aspects.

The Twelfth National Economic and Social Plan focuses on enhancing international regulatory and institutional linkages at the implementation level. It emphasizes the use of physical infrastructure linkages as a basis for the development of areas, economies and communities along transborder economic corridors.
