Green Economy Strategy and Implementation Plan 2016-2030 is geared towards enabling Kenya to attain a higher economic growth rate consistent with the Vision 2030, which firmly embeds the principles of sustainable development in the overall national growth strategy. This strategy builds on the achievements realised during the implementation of the first Medium Term Plan (MTP I 2008-2012) and on-going implementation of MTP II (2013-2017) for Vision 2030.
Formulation of the Green Economy Strategy and Implementation Plan (GESIP) was spearheaded by the Ministry of Environment and Natural Resources, through an inter-agency steering committee chaired by the Principal Secretary. The GESIP macro policy framework identifies enabling conditions necessary for a rapid transition to GE, namely: maintaining macroeconomic stability for green growth; human development and capacity building; prioritization of GE implementation within the devolved government system; governance and sustainable structural transformation; sustainable financing; reduction in cost of doing business; establishing a framework for extractive industries; sustainable trade regime through exploring market opportunities associated with the transition to a Green Economy; and creation of green, decent jobs. The proposed policy mix is aimed at aligning national policies towards supporting and accelerating the process of greening the economy by addressing vulnerability to shocks.
Chapter one provides background information on Green Economy, highlighting Kenya’s initiatives and contribution to sustainable development. An overview of the GESIP process and Guiding Principles is also given in this chapter. Details of National circumstances and greening scenarios are discussed in Chapter two. Chapter three identifies an enabling environment for transitioning towards a greener economy. GESIP’s thematic areas and strategic objectives are discussed in Chapter four, whereas implementation plan is presented in Chapter 5. A detailed implementation matrix summarizing specific actions and key performance indicators is included in annex 1.
