The Tenth National Economic and Social Development Plan aims to pursue a green and happiness society under the direction of the sufficiency economy philosophy. The mission of the Tenth plan is to enhance the efficient economy, conserve biodiversity and build a secure natural resource base, increase capabiity of people to achieve self-reliance through knowledge, good health and strong communitites and improve the national administration with strong governance and democracy with the king as the head of the state.

It emphasizes the use of physical infrastructure linkages as a basis for the development of areas, economies and communities along transborder economic corridors.
