The Stockholm Convention Integrated Electronic Toolkit

To address specific requests outlined in key decisions (paragraph 8 (e) of SC-8/8 and paragraph 3 of SC-8/17, paragraph 7 (c) of SC-9/9, SC-9/16) of the Stockholm Convention, UNEP has developed a web-based solution for submission of National Implementation Plans (NIPs) – the Stockholm Convention Integrated Electronic Toolkit. This effort, part of a medium-sized Global Environment Facility (GEF) project, streamlines the development, transmission, access, and use of data within NIP and national reports. This toolkit is deployed by the Secretariat of the Basel, Rotterdam, and Stockholm Conventions, and currently overseeing its administration, as well as further updates and improvements. Key Features of SC integrated electronic toolkit:

The toolkit comprises four main modules detailed below:

The NIP transmission module

This module assists parties in organizing data and information for their initial or updated NIP transmissions. The module provides a template with standard elements, offering a modular approach for development and updates. It's flexible to address dynamic elements with the listing of new Persistent Organic Pollutants (POPs). Including checklists based on obligations under the Convention, it aids parties in assessing the need for NIP updates. Template aligns with Article 15 reporting format, clearly marked in POP-UP windows. Titles indicate whether information should follow Convention requirements or is optional. The Word version allows offline download, circulation, and completion of the document.

POPs Inventory Module

This module has two parts. Part A presents POPs inventory guidance documents in an electronic and user-friendly format. Part B assists Parties in managing data collected for POPs inventories, whether preliminary or complete. It includes entry-data forms for various types of data expected in inventories of POPs listed in Annex A or B to the Convention. Chapter 4, detailing final results of the inventory in each priority sector, is harmonized with Chapter 2.3 of the NIP Transmission Module. This synthesis ensures the inclusion of necessary information in the updated/revised NIP based on the gathered POPs inventory data.

Guidance Module

This module offers contextualized links to essential guidance documents and toolkits, including the dioxin and furans toolkit. It serves to support the transmission of NIPs, providing access to inventory guidance documents, and aids in the transmission of national reports by offering relevant manuals.

Queries Module

This module facilitates stakeholders in querying data and information submitted in the POPs inventory module and NIP transmission module. It offers two modes of querying: "Free Search," primarily designed for qualitative information search, and "Predefined Queries," targeting quantitative data within the transmitted NIP through the toolkit. The functionality will be fully operational once Parties initiate the transmission of their NIPs via the toolkit, and the associated database is populated with information and data.
