2016 is the opening year of the key period for China to build a well-off society in an all-round way, and the crucial year of promoting structural reform. All regions and departments had firmly implemented the decisions and arrangements made by CCCPC and the State Council to scale up China’s Five-in-one general strategy and promote Four-pronged Comprehensive strategy. Uganda's Second National Development Plan (NDP II) aims to strengthen the country's middle-income status by 2020, in line with the aspirations of Uganda's vision 2040, by strengthening its competitiveness for sustainable wealth creation, employment, and inclusive growth. It is the second plan in a series of six five-year plans that aim to achieve the Uganda Vision 2040.

Uganda National Development Plan (NDP) addresses structural bottlenecks in Uganda's economy in order to accelerate socio-economic transformation for prosperity. The NDP interventions aim at creating employment, raising average per capita income levels, improving the labor force distribution in line with sectoral GDP shares, raising county human development and gender equality indicators, and improving the country's competitiveness to levels associated with middle-income countries.

Developed to enhance operationalization of the National Development Plan Uganda Implementation Strategy for the Second National Development Plan (2015/16 -2019/20): With annualized outcome and output, targets outlines specific actions, corresponding resource estimates, responsibilities, timelines, and targets.

In line with the vision 2040 and National Development Plan II theme, the Energy and Mineral Development (EMD) sector through the Ministry of Energy and Mineral Development is set to continue implementing its priorities under its mandate.
