Créé par décret du 10 décembre 2015, le label Transition énergétique et écologique pour le climat (TEEC) permet de valoriser les fonds d’investissement qui financent l’économie verte et d’inciter à la création de nouveaux fonds verts. Pour atteindre ces objectifs, quatre grands principes sont mis en œuvre :

  • Favoriser le développement des éco-activités et d’une économie sobre en carbone
  • Exclure les énergies fossiles et toutes les activités contraires à la TEE
  • Etre attentif aux controverses environnementales, sociales et de gouvernance (ESG)
  • Rendre compte de l’empreinte environnementale des fonds

International Pollutants Elimination Network (IPEN)

The International Persistent Organic Pollutants Elimination Networks (IPEN) commits to increase awareness of the hazards of lead paint, especially to health, and the extent of the problem in Easter Europe, Caucasus and Central Asia (EECCA) countries. IPEN also commits to empower governments to enact effective and protective legal limits for the use of lead in paint. In countries with lead paint laws in place, IPEN will help to promote enforcement of such law by conducting the paint testing in order to monitor the effectiveness of the legislation. 

The commitments will results in paint studies and national reports in at least six EECCA countries, the establishment of national working groups and the dissemination of national reports to key policy-makers and others in at least six countries, development of National Action Plans by the working groups in at least six countries, and the implementation of the Action Plans in reasonable time-frame. 

The commitment falls under focus areas 4 and 5 of the Batumi Initiative to shift consumer behaviour towards sustainable consumption patterns and develop clean physical capital for sustainable production patterns.

International Pollutants Elimination Network (IPEN)

The International Persistent Organic Pollutants Elimination Networks (IPEN) commits to establish multi-stakeholder cooperation at the regional level to implement the obligations under the Stockholm, Basel and Rotterdam Conventions, contributing to the unification of efforts to reduce exposure to hazardous chemicals and waste on human health and the environment. IPEN also commits to promote the development of synergies in the performance of obligations of international chemical safety agreements. 

The commitments will result in:

  • evaluation of the implementation of the three conventions in Kyrgyzstan and Tajikistan; 

  • assessment of national capacity for implementing the three conventions;

  • analysis of legislation for the implementations of chemicals conventions in targeted countries; 

  • development of mechanisms for multi-stakeholder collaboration on the implementation of three chemical conventions;

  • organisation and execution of cross-country meetings to exchange experiences on the implementation and execution of chemical conventions in targeted countries;

International Resource Panel (IRP)

The International Resource Panel (IRP) commits to support the implementation of the Pan-European Strategic Framework for Greening the Economy and contribute to the achievement of the Sustainable Development Goals (SDGs). IRP is a science-policy platform set up by the United Nations Environment Programme (UNEP) in 2007 to build and share the knowledge needed to improve our management of natural resources worldwide. Under this commitment, IRP will provide independent, coherent and authoritative scientific assessments of the sustainable use of natural resources and in particular their environmental impacts over the full life cycle and contribute to a better understanding of how to decouple economic growth from environmental degradation.

The commitment will result in a scientific basis for actions to decouple economic growth from environmental degradation. The provided information will facilitate the choice of environmentally friendly technologies and production systems as well as the adaptation or design of necessary institutional processes that contribute to a sound economic and social development.

Global Reporting Initiative (GRI)

The Global Reporting Initiative (GRI) commits to support corporate sustainability reporting through The Group of Friends of Paragraph 47 (GoF47) initiative. GoF47 is a government-led initiative formed in 2012. It brings together ten governments that share the belief that corporate transparency and accountability are key elements of a well-functioning market economy and substantially enhance the private sector’s contribution to sustainable development. UN Environment and the Global Reporting Initiative (GRI) support the Group in a Secretariat capacity. The GoF47 will:

Regional Environmental Center (REC)

The Regional Environmental Centre for Central Asia (CAREC) commits to support central Asian countries on regional cooperation on the monitoring and implementation of the SDGs. The commitment will result in input for the Environment for Europe process and for the national strategic plans of five Central Asian countries. CAREC as well as input for the regional strategic actions and plans toward Agenda 2030.

The commitment falls under focus areas 1, 2, 3, 4, 6 ,7 , 8, and 9 of the Batumi Imitative to improve the measurement and valuation of natural capital; promote the internalization of negative externalities and the sustainable use of natural capital; enhance ecosystems and ecosystem services as part of ecological infrastructure; shift consumer behaviours towards sustainable consumption patterns; promote green and fair trade; increase green and decent jobs, while developing the necessary human capital; improve access to services, healthy living and well-being; and promote public participation and education for sustainable development.

Regional Environmental Center (REC)

The Regional Environmental Centre for Central Asia (CAREC) commits to promote new ecosystem services approaches in Central Asian countries.  by providing expertise, consultations and capacity building activities for relevant national and regional partners in order to promote sustainable use of natural resources, ecosystems and its services. The commitment will result in the broad acceptance and implementation of ecosystem services, its value, and the methods of ecosystem services valuation in all sectors of the economy. This will contribute to the economic and sustainable use of natural resources by each country.

The commitment falls under focus area 1, 4, and 8 of the Batumi Initiative to improve the measurement and valuation of natural capital; shift consumer behaviours towards sustainable consumption patterns; and improve access to services, healthy living and well-being.

Implementing partners will include national partners including state statistic committees, ministries of economy, and ministries of environmental protection.

The commitment is relevant to SDGs 14 and 15.

The Regional Environmental Centre for Central Asia (CAREC) commits to support the central Asian countries with information sharing with regards to strategic plans, actions, new technologies and approaches on shifting to towards green economy. The commitment will result in the acceptance and implementation of required green measures and actions in all sectors of the economy in Central Asian Countries. It will also provide greater accessibility to new knowledge and information.

The commitment falls under focus areas 1, 3, 4, 5, 6, and 7 of the Batumi Initiatives to improve the measurement and valuation of natural capital; shift consumer behaviours towards sustainable consumption patterns; enhance ecosystems and ecosystem services as part of ecological infrastructure; shift consumer behaviours towards sustainable consumption patterns; develop clean physical capital for sustainable production patterns;  and promote green and fair trade; and increase green and decent jobs, while developing the necessary human capital.

Implementing partners include national partners including state statistic committees, ministries of economy, and ministries of environmental protection.

The commitment is relevant to SDGs 9 and 12. 

Country :
Finland

Finland commits to develop national roadmap for the transition to green and circular economy. The objective of the roadmap is to identify potential changes in legislation and policies to create steps to promote circular economy. The roadmap will be published in 2016. 

Implementing partners will include SITRA, several Finnish Ministries and research institutes. 

The commitment is relevant to SDG 2, 6, 7, 8, 9, 11, 12, 13, and 15.
